Team Dashboard v0.3 released

This release includes 69 commits of shiny new features, bug fixes and polishing.

Most notable changes are:

• Improved targets/metrics selection UI element #7
• Do not always re-fetch metrics/targets collection #6
• Use faraday gem and provide single place for all HTTP requests #8
• Improved error handling with helpful errors messages #9
• Travis CI build
